North Bank is located to the north of the Launceston Central Area on the northern banks of the North Esk River and at the confluence with the Tamar River. The study area was a former industrial area, flood prone, and with low amenity that ‘turned its back’ on the river and was ripe for renewal. David Lock Associates was engaged by the City of Launceston to prepare a land use and built form framework to facilitate the transformation of this historic industrial area into:
- a major recreational and tourism location, taking advantage of the proximity to Launceston Central Area and the riverbank; and
- a regionally significant, purpose built, ‘homemaker centre’ to provide the impetus to attract a wider range of bulky goods retaining and comparison shopping to Launceston.
The final report was prepared to inform a future Planning Scheme Amendment and included a detailed implementation framework to deliver positive change for the study area including: setting the policy framework through amendments to the planning scheme, working with the private sector to deliver key projects and investing in public infrastructure to enhance the amenity of the North Bank Precinct and attract investment.
